My fellow citizens of Bungoma County,
As I step forward to serve you as Governor, I make these solemn pledges. This manifesto represents my unwavering commitment to transform our county, uplift every household, and build a Bungoma we are all proud to call home. These are not just promises — they are my bond to you.

1 Agriculture
Under my leadership, I will implement a bold and practical food security programme to protect and empower farmers across Bungoma County. My administration will purchase maize directly from farmers at fair market prices immediately after harvest, ensuring that they receive timely payment and are protected from exploitation by middlemen. This approach will guarantee farmers a stable income while encouraging increased production across the county.

The county government will then safely store this maize through a well- managed and transparent system to prevent post- harvest losses and ensure availability during periods of scarcity. By building and strengthening our storage capacity, we will create a reliable county reserve that safeguards our people against seasonal food shortages and price fluctuations.

During the lean months, particularly around February when food prices are typically high, we will sell this maize back to the same farmers and residents at the same price they initially sold it—regardless of prevailing market rates. This innovative approach will cushion households from inflated food costs, ensure affordability, and promote food stability within our communities.

Through this programme, we will eliminate hunger and restore dignity to our farmers. Families will have consistent access to affordable food, while farmers will benefit from both fair earnings and price protection. Ultimately, this initiative will strengthen food security, boost local agriculture, and ensure that no household in Bungoma goes hungry.
2 Healthcare
My administration will undertake a comprehensive transformation of the healthcare system across Bungoma County by modernizing dispensaries and health centers to standards even higher than the improvements we have achieved in schools within Kimilili Constituency. Our goal is to build a healthcare system that is accessible, dignified, and efficient for every resident. By upgrading infrastructure, staffing, and service delivery, we will significantly reduce mortality rates and improve overall public health outcomes.

We will refurbish all sub- county hospitals with high- quality finishing, introduce well- equipped private wards, and create a healing environment that reflects dignity and professionalism. Every facility will be maintained to the highest standards, ensuring that patients feel safe and cared for. This will not only improve service delivery but also restore public confidence in our county healthcare system.

To support quality care, we will employ dedicated caregivers responsible for patient support, ward cleanliness, and overall hygiene. Cleanliness will be a top priority, with strict standards enforced across all facilities. We will also guarantee a stable and sufficient supply of water and essential utilities in every hospital, recognizing that sanitation and hygiene are critical components of effective healthcare delivery.

In order to strengthen diagnostic services, we will partner with private investors and entrepreneurs to install modern equipment such as CT scan and X- ray machines at subsidized costs. This approach allows us to provide advanced medical services without overburdening the county budget. Additionally, we will develop and implement a monitoring system to track the time taken from when a patient arrives at a hospital to when treatment begins, ensuring that all patients receive timely and efficient care.

Healthcare will no longer be the burden of the patient, but the full responsibility of the hospital. Patients will not be required to search for medicines outside; instead, hospitals will ensure that all prescribed drugs are available. In cases where treatment or medication is not immediately accessible, the hospital will take full responsibility, including transporting the patient to the appropriate facility. Once a patient enters a hospital, their care becomes the duty of the system. To further enhance access, all ambulance and emergency referral services will be provided free of charge, ensuring that every resident of Bungoma receives the care they deserve without delay or financial strain.
3 Education
My administration will prioritize education and skills development by undertaking a comprehensive redesign of all Vocational Training Centres (VTCs) across Bungoma County. These institutions will be modernized to provide a conducive learning environment, equipped with the necessary tools, workshops, and facilities to meet current industry standards. Our goal is to empower the youth with practical skills that are relevant, marketable, and capable of driving self- employment and economic growth.

At the same time, we will transform existing ECDE classrooms into fully developed ECDE centers that meet the highest standards of early childhood education. These centers will be properly constructed, fitted with cabro- paved compounds, and designed to provide a safe, clean, and stimulating environment for young learners. By investing in early education infrastructure, we are laying a strong foundation for the future success of our children.

To support health and hygiene in these institutions, we will ensure a consistent and sufficient supply of clean water in all ECDE centers and VTCs. Access to water is essential not only for sanitation but also for creating a comfortable and healthy learning environment. Every child and trainee will learn in a setting that promotes well- being, dignity, and focus.

In a bold move to expand access to technical education, my administration will fully sponsor all learners in VTCs through a 100% county scholarship programme. This initiative will remove financial barriers and ensure that every young person, regardless of background, has the opportunity to acquire practical skills and build a better future. Education will no longer be limited by affordability but driven by potential and ambition.

Through these reforms, we will create a strong education and training system that nurtures talent from early childhood through to skilled adulthood. By investing in both ECDE and vocational training, we will equip our people with the knowledge and skills needed to transform their lives and contribute meaningfully to the growth and prosperity of Bungoma County.
4 Infrastructure (Roads)
My administration will prioritize infrastructure development by ensuring that every sub- county in Bungoma County is fully equipped with essential road construction machinery, including a grader, roller, excavator, and tipper. By decentralizing this equipment, we will empower local units to respond quickly to road maintenance needs without delays caused by reliance on centralized resources.

This strategic investment means that the county will significantly reduce costs associated with outsourcing road works. Instead, we will only need to budget for fuel and marram, making road construction and maintenance more efficient, cost- effective, and sustainable. Resources saved will be redirected to expanding and improving more roads across the county.

With this approach, we will ensure that roads remain accessible throughout the year, regardless of weather conditions. Areas that have historically faced challenges, such as Tongaren and Mount Elgon, will no longer experience impassable roads during rainy seasons. Farmers, traders, and residents will enjoy reliable transport, improving access to markets, schools, and healthcare services.

Ultimately, this initiative will open up every part of Bungoma, boost economic activities, and enhance the quality of life for our people. Good roads are the backbone of development, and under my leadership, we will ensure that every corner of the county is connected, accessible, and thriving.
5 Youth Empowerment
Establish youth innovation hubs in every ward with ICT and entrepreneurship training.
6 Electrification & Digital Bungoma
“Powering Growth, Connecting People, Enabling Opportunity”

A modern and competitive Bungoma County must be powered by reliable electricity and driven by digital innovation. Electrification and digitization are not luxuries, but essential foundations for economic growth, quality education, efficient healthcare, and sustainable job creation. By investing in these areas, the county will unlock new opportunities for businesses, empower communities, and improve the overall quality of life for its residents.

To begin with, the county will prioritize universal rural electrification to ensure that no household, school, health facility, or trading center is left behind. In partnership with Kenya Power and the national government, efforts will be intensified to accelerate last- mile connectivity across all wards. Public institutions will be fully electrified, while solar mini- grids will be deployed in remote and hard- to- reach areas. In addition, small businesses will be supported through subsidized power connections, enabling them to operate efficiently and grow. This will stimulate rural economies, improve learning conditions for students, and enhance healthcare services through reliable power for essential equipment.

At the same time, the county will expand digital access by providing free public Wi- Fi in major towns and market centers such as Webuye, Kimilili,Bungoma, Cheptais, Tongaren, Kanduyi, Mayanja, Sirisia and Chwele. Digital centers and ICT hubs will be established in every sub- county to ensure that residents, especially the youth, can access the internet, acquire digital skills, and engage in online opportunities. Through partnerships with telecommunications providers, network coverage will also be expanded to reach underserved areas. This initiative will open doors for online employment, support digital businesses, and enhance access to education and government services.

Furthermore, the digitization of county services will transform how citizens interact with government. A centralized digital platform will be developed to facilitate services such as business licensing, land rate payments, and permit applications. Residents will be able to make payments conveniently through mobile platforms and banks, while automated systems will improve efficiency and reduce delays. Health services will also benefit from digital records, ensuring better patient management and service delivery. By automating revenue collection and service processes, the county will reduce corruption, increase transparency, and boost its revenue base.

In addition, the county will actively promote the growth of a digital economy by supporting innovation and technology- driven enterprises. A County Innovation Fund will be established to support startups and young entrepreneurs, while structured training programs will equip youth with critical ICT skills such as coding, cybersecurity, and digital marketing. Strategic partnerships with global technology leaders like Google and Microsoft will further enhance training opportunities and exposure. The county will also promote e- commerce platforms to enable farmers and traders to access wider markets and better prices for their products.

Through these interventions, Bungoma County aims to achieve measurable progress within five years, including widespread electricity access, full digitization of county services, expanded internet connectivity, and the training of thousands of youth in digital skills. Ultimately, electrification and digital transformation will position Bungoma as a forward- looking, inclusive, and economically vibrant county where innovation thrives and every citizen has the opportunity to succeed.
